1. Background

Botswana Family Welfare Association (BOFWA) is a Non-Governmental Organisation (NGO) that was established in 1988 and is registered with Registrar of Societies (No.CR 1043). The organisation is affiliated to International Planned Parenthood Federation (IPPF).  BOFWA is committed to promoting and providing integrated Sexual and Reproductive Health and Rights (SRHR) services to adolescents and young people (AYP) aged 10-24 years. The organisation envisions a society where everyone has a choice for a healthy and productive family.  In addition, BOFWA endeavours to improve access to and utilisation of SRHR services by the underserved, left behind and the marginalized communities.

2. Project Background

BOFWA started the implementation of an IPPF Japan Trust Fund (JTF) project titled AGA (Create, Build and Sustain) in early 2023. The goal of the project is to contribute to improved sexual and reproductive health outcomes of vulnerable young people, particularly young people with disabilities, in Botswana through the promotion of rights to health and gender equality. Specifically, the project aims to:

  1. Create a supportive environment for adolescents and young people (AYP) with or without disabilities aged 10-24 years to access sexual and reproductive health services.
  2. Build healthy communities where AYP, with or without disabilities, aged 10-24 years, access integrated SRH services.
  3. Strengthen community systems to sustain good SRH outcomes of AYP, with or without disabilities, aged 10-24 years.

As part of implementing the project, BOFWA intends to conduct a baseline assessment. The baseline assessment will determine SRHR needs, knowledge, attitudes and practices of adolescents and young people with or without disabilities and the communities within which they reside. The assessment will also identify available services; determine enablers and barriers to service access.

3. Goal of Consultancy

BOFWA is seeking the services of a consultant who will provide quality assurance and capacity development in data collection and analysis activities.

4. Objectives of consultancy

  • To develop capacities of BOFWA programmes team in data analysis
  • To identify gaps in analysed data and provide technical assistance
  • To lead baseline report writing

5. Scope of Work and Process

The baseline survey will be conducted in two (2) districts; South-East covering Otse and Ramotswa whereas in Kgatleng it covers Mochudi and surrounding villages. A protocol, survey questions, and data gathering tools have been developed in line with the project by BOFWA with IPPF support. The selected consultant is expected to provide technical oversight in data analysis and report writing.

Sample size and Respondents

The baseline assessment will adopt a purposive sampling. The sample includes 20 respondents who are adolescents and young people (AYP) with disability; 40 respondents who are AYP without disability; 6 community leaders; 20 community systems representatives; 10 teachers; and 10 respondents representing families of adolescents and young people. The numbers will be equally distributed among the two (2) districts.

6. Specific Tasks

  1. Prepare a detailed inception report highlighting understanding of the assignment and assignment work plan
  2. Provide guidance and training to BOFWA team on data analysis
  3. Provides quality assurance, reviews analysed data and compiles a report
  4. Leads the final baseline assessment report writing
  5. Prepares final report detailing all activities carried out, achievements, identified gaps and recommendations

7. Deliverables

  • Inception report
  • Data analysis review report
  • Baseline assessment report
  • Final activity report

8. Management and Contact Person

BOFWA programmes team will execute all the necessary duties for the baseline assessment. The Programmes Director will be the focal person in the team for the consultant. The Programmes Director is expected to provide regular updates on the processes to BOFWA senior management.

9. Consultant Requirements

  1. Master’s Degree or higher in Research or related field
  2. The consultant must have previous experience (at least 5 years) in data collection, needs assessments and surveys.
  3. Demonstrated leadership and management skills.
  4. Good command of MS Word, Excel and STATA data analysis package
  5. Proficiency in English and Setswana
  6. Excellent interpersonal skills and demonstrated ability to establish effective working relationships with new people.
  7. Ability to meet deadlines and to work effectively under pressure

10. Proposed Timelines

This assignment is estimated to be executed in a period of two (2) weeks.

11. Submission of Proposals

  • Eligibility statement- a brief proposal outlining competencies that explains how they meet the selection criteria (should not exceed 2 pages)
  • Curriculum Vitae highlighting past experiences (maximum 2 pages)

On the 30 th January to 3 rd February 2023, there was a Gender assessment training held at Kenya, Nairobi for the IPPF Member Associations (RHU and ABUBEF) who were implementing the Wish project. Even though BOFWA is not part of the WISH programme, Hiroko Takasawa (Japan Trust Fund Manager) made it possible for the team to attend the training. The BOFWA team: Ms Una Ngwenya , Neo Monare and Gosego Basiamisi attended the training. The purpose of the training was to gain knowledge and skill on how to incorporate gender into BOFWA programs and policies. The training came at the right time when the organization is transforming its programming to be gender sensitive. Training was mainly focused on the IPPF gender equality tool which was facilitated by Uda Deshapriya (consultant), Samia Khatun and Seri Wedoh. BOFWA benefited from the training as the organization will engage in a self- reflection of its status, services and programs with relation to gender equality.

Job Summary

The Data Collection Officer will be responsible for administering and entering project related baseline and end line survey starting from data collection to data entry. Enumerators will work in the field under the guidance and supervision of Research Officers/ Managers

Key responsibilities.

  • Conduct research and collect information by assigned methods
  • Appropriate documentation of and report results
  • Be able to move around to designated areas and conduct interviews
  • Assist participants by reading forms and answering questions.
  • Gather and accurately record responses on questionnaires provided by the Program team.
  • Ensure that questionnaires have been thoroughly checked and completed.
  • Submit daily-completed questionnaires and other equipment used in fieldwork to the research supervisor.
  • As part of each assignment, data collectors will participate in briefings; carry out data collection, data entry and/or reporting.
  • Work according to the project needs.

Qualifications and Experience

  • Experience in data collection, administering questionnaires and conducting interviews and data entry
  • Willingness to learn and goal oriented
  • Fluency in speaking and understanding English and Setswana
